The Children and Families Act 2014 is now on the statute book. It should lead to the most significant changes in provision for children with additional needs since the Education Act 1981, which implemented the 1978 Warnock Report. The Warnock-inspired changes were a huge improvement, but over the years "improvements" to the SEN system have made it more and more complex.
